That is why we find that countries which apply Allah’s rulings and carry out His prescribed penalties enjoy stable security—even when their military resources are scant. By contrast, we witness chaos, the taking of lives, the violation of honor, and the plundering of wealth in countries governed by man-made statutes, however powerful and sophisticated they may be; their entire existence swings between pillage and robbery.
