The Government—may Allah grant it success—reminds the provincial administrations that whenever a murder, an armed robbery, a sexual assault, or any other crime that threatens public security takes place, the province in whose territory the offense occurred is responsible for the case from the moment it arises until the sentence handed down is carried out. It must therefore employ every possible means to apprehend the offender and to complete the requisite procedures with all due speed while the matter remains within its jurisdiction; thereafter it shall continue to monitor the case, appoint a delegate to pursue it with the other agencies involved, and require every provincial governor to submit a report, once the case is closed and the judgment executed, detailing the course of proceedings and his own observations.

The Council recommends the formation of a committee composed of two delegates—one from the Ministry of the Interior and the other from the Ministry of Justice—to review the path taken by criminal cases and the routine stages they pass through, and to identify the optimal procedure that will not compromise the essential requirements of investigation and judicial review.
May Allah send His blessings and peace upon His servant and Messenger, our Prophet Muhammad, and upon his family and all his Companions.
