Tawḍīḥ al-AḥkāmAbd Allah al-Bassam

Sahih Muslim likewise records on the authority of Jabir that the Prophet ﷺ "forbade the sale of surplus water."

Third: Fire. It is one of the publicly shared resources and therefore may not be sold; rather, it must be offered to anyone who needs it—whether that need is for its fuel, such as firewood; for a live ember to carry; or simply for warmth. The Exalted says, “Have you considered the fire that you kindle? Was it you who produced its tree, or are We its Producer?” (al-Waqiʿah 56:71–72).

  1. These three items are public utilities that must be made available to whoever requires them, and it is forbidden to bar anyone from them. Allah has distributed them among His creatures, and human necessity depends upon them. To withhold them, or to obstruct a needy person’s access to them, is impermissible and is a base act detested by Islam’s magnanimous ethos.
