private investment, nor may its ownership be seized before the proper time.

If any of these conditions is violated—even in part—the expropriation of the property becomes a form of injustice and usurpation that Allah and His Messenger ﷺ have forbidden.

Furthermore, if the authority abandons the plan to use the expropriated property for the stated public interest, priority in reclaiming it shall revert to the original owner—or to his heirs—upon payment of fair compensation. And Allah knows best.
