We sent it down on the Night of Decree; and what will make you comprehend what the Night of Decree is? The Night of Decree is better than a thousand months. [Al-Qadr 97:1-3]
He, exalted is He, also says: Indeed, We sent it down on a blessed night. [Al-Dukhan 44:3]
It is the night on which all things are apportioned and the affairs of the coming year are decided. Allah says: On that night every matter of wisdom is made distinct—an ordinance from Us. [Al-Dukhan 44:4-5]
During it, the decrees written in the Preserved Tablet are transferred to the recording angels—everything that will take place in that year by Allah’s will: provisions, lifespans, good and evil, and every matter that He has decreed with perfect precision.
Al-Tibi remarked: The word al-qadr is recited here with sukūn on the dāl, although the more common reading has it with fatḥa, to show that this verse is not speaking of the eternal decree itself—for the divine judgment is pre-existent—but rather of the exposition, clarification, and renewal of that judgment for the period from this night until the same night the following year, so that what is delivered to the angels is measured out measure by measure.
Thus it is a night of tremendous honor and nobility in Allah’s sight, distinguished by many virtues, of which we mention only a few:
First: Allah sends the angels down from heaven to earth, and they descend bearing goodness, blessing, mercy, and safety, led by the Trustworthy Spirit—Gabriel, upon him be peace.
Second: On this blessed night the revelation of the Quran began, the greatest favor and mercy ever bestowed upon the Muslims.
Third: Peace and security prevail throughout it, from the first moment of the blessed night until dawn, as Allah says: Peace it is until the break of dawn. [Al-Qadr 97:5]
Fourth: The affairs of the coming year are decreed: lifespans, provisions, events, and all else are extracted from the Preserved Tablet and received by the recording angels, who then carry them out by Allah’s command. Allah says: On that night every matter of wisdom is made distinct
