Eighth: Resolution of the Islamic Fiqh Council on investing zakah funds in revenue-generating projects without conferring individual ownership upon the beneficiaries
(Resolution No. 15)
In the name of Allah, the Most Merciful, the Compassionate.
Praise belongs to Allah, Lord of the worlds, and may blessings and peace be upon our master Muhammad, the Seal of the Prophets, and upon his family and Companions.
To proceed:
The Islamic Fiqh Council, convened for its third conference session in Amman, capital of the Hashemite Kingdom of Jordan, from 8–13 Safar 1407 AH / 11–16 October 1986 CE,
after reviewing the studies submitted on “Investing zakah in revenue-generating projects without transferring individual ownership to the eligible,” and after hearing the views of its members and experts,
resolved:
In principle, it is permissible to invest zakah funds in income-producing projects that either culminate in transferring ownership to those entitled to zakah or remain under the authority charged with collecting and distributing zakah, provided this is done only after satisfying the immediate, pressing needs of the beneficiaries and with adequate safeguards in place to avert losses. And Allah knows best.
