448 — Abū Bakr ʿAbd Allāh ibn Muhammad ibn Ziyād al-Naysābūrī narrated to us, saying: Muhammad ibn Yahyā and Ahmad ibn Yūsuf narrated to us; they both said: ʿAbd al-Razzāq narrated to us, saying: Maʿmar informed us, from Ibn Tāwūs, from his father, from Ibn ʿAbbās, who said: “Incapacity and competence are determined by divine decree.”
