Chapter: The Prayer for Rain (Istisqāʾ)
Abu Ḥanīfah—may Allah have mercy on him—said: “There is no prescribed congregational prayer for istisqāʾ. If the people pray individually it is valid; the essence of istisqāʾ is supplication and seeking forgiveness.”
Abu Yūsuf and Muḥammad, however, hold that the imam should lead the people in two rakʿahs, reciting aloud, without delivering a sermon. He then faces the qiblah and makes supplication, turning his cloak inside out, while the congregation do not turn their cloaks. Non-Muslim subjects (dhimmīs) do not attend the istisqāʾ.
