Jihad remains ongoing and operative with the Muslim leaders, whether they are righteous or sinful; the tyranny of an oppressor and the justice of a just man do not invalidate it. (1)

The Friday congregational prayer, the two Festivals (2) and the pilgrimage are performed under the authority of the ruler, even if he is neither upright nor pious (3).

The payment of land tax, the prescribed alms (4), the tithes, the fayʾ, and the booty (5) is to be handed over to the governors (6), whether they deal with it justly or unjustly.
