Book of Prescribed Penalties
630—No prescribed penalty applies except to a legally accountable person who is bound by the rulings of Islamic law1 and knows that the act is prohibited.
631—No one may administer such a penalty except the ruler or his deputy, save that a master may administer it to his slave when it consists solely of flogging.
632—When the prescribed penalty for a slave consists of flogging, it is half the penalty for a free person.
(1) Omitted in B and T.
