—parents who buy their reckless sons luxury cars and hand them over so that they may, with them, snuff out innocent lives. In so doing they are effectively placing in their hands a lethal weapon with which they toy, harvest souls, and terrorize those who live in safety.

Such parents must, therefore, fear Allah with regard to their children and to the lives of the Muslims. The authorities as well—may Allah grant them success—must take firm action against everyone in a manner that safeguards the public and secures peace, for Allah restrains through the power of the ruler what He does not restrain through the Qur’an alone.
