Masʾalah fī al-Murābaṭah wa-al-MujāwarahIbn Taimiya

The status of a place as a frontier zone is like its being an Abode of Islam
6- The fact that a place is a frontier outpost (thaghr)¹ is just like its being classified as an Abode of Islam or an Abode of unbelief²; just as a person may be a believer or an unbeliever, these are attributes that arise and then fade away.
7- Mecca—may Allah honor it, the Mother of Cities—was, before its Conquest, a land of disbelief and war from which emigration was obligatory; that ruling changed once it was conquered³. Hence the Messenger of Allah ﷺ said: “There is no emigration after the Conquest, but there is striving and intention.”⁴
8- Likewise, Jerusalem has at one time been in the enemy’s hands and at another in the hands of the Muslims.⁵

(1) The manuscript reads “aw kun,” but the corrected wording adopted here better matches the context. (2) The original text lacks the definite article; I have supplied it so that the sentence reads smoothly. (3) Ibn Taymiyya writes: “God said to Musa: ‘I shall show you the abode of the fasiqun (transgressors)’ (Q 7:45). That abode was first occupied by the Amalekites, then became the dwelling place of the believers; it is the holy land pointed to in the Quran.” He further states: “For any individual, the best place on earth is the one where he is most obedient to God and His Messenger. This varies according to circumstances; no single land is inherently superior for everyone. The ‘best’ land for each person is defined by his taqwa (piety), obedience, humility, submission, and attentiveness.” (Majmuʿ al-Fatawa 18:283). (4) Al-Bukhari 2763; Muslim 1353/445, on the authority of Ibn ʿAbbas. (5) Al-Masjid al-Aqsa and Bayt al-Maqdis are a trust placed in the hands of the Muslim community. Muslims preserved this trust throughout the centuries, but in our own time Jerusalem has been lost and now faces the gravest plot to demolish it. If the Jews manage to carry out this scheme while a generation of Muslims—one-quarter of the world’s population—remains, by God, it will be a disgrace that neither time can erase nor water cleanse!
