When a name is predicated of Allah, it is permissible to derive from it both the verbal noun and the verb.
Eighth: Once a divine name is applied to Him, one may legitimately extract from it the corresponding verbal noun and finite verb, and report of Him through both forms. Thus, from as-Samīʿ (the All-Hearing), al-Baṣīr (the All-Seeing), and al-Qadīr (the All-Powerful) we speak of His hearing, sight, and power, and we may also use the related verbs, as in: “Allah has indeed heard”2 and “We determined, and what an excellent Determiner We are”3. This holds so long as the verb is transitive; should it be intransitive, it is not used to describe Him.
