Zād al-MustaqniʿAl-Hajjawi

He may address the letter to a particular judge, or to any of the Muslim judges who may receive it. The letter will not be admitted unless the issuing judge has two witnesses testify to it: he reads it aloud to them, then says, “Bear witness that this is my letter to So-and-so, son of So-and-so,” and hands it over to them.¹

(1) In manuscripts J and M, and in the commentary, the wording is: “then he hands it over.”
