Chapter: Fighting Armed Rebels (Ahl al-Baghy)
If a group possessing force and influence rises up against the ruler on the basis of a plausible interpretation, they are classed as rebels. The ruler must first correspond with them, asking what grievance1 they hold against him. Should they allege an injustice, he must remove it; and if they claim some uncertainty, he must clarify it2. If they then return to obedience, all is well; otherwise, he is to fight them.
If two factions take up arms against each other out of tribal partisanship or the pursuit of leadership, both are in the wrong, and each must compensate the other for whatever property it has ruined.
(1) In manuscripts “A” and “B” the reading is yantaqimun (they retaliate).
(2) The word kashfaha (uncovering her) is absent from manuscript “B.”

وإن اقتتلت طائفتان لعصبية أو رئاسة فهما ظالمتان وتضمن كل واحد ما أتلفت على الأخرى.
