This Ashʿath is Ibn Sawwār al-Kūfī; al-Ḥāfiẓ states in al-Taqrīb: “Weak.”
Most likely al-Tirmidhī’s grading of the report as “good” rests on supporting narrations, such as the hadith of Muʿādh mentioned by the author just before it and the hadith of ʿImrān that follows it.
He then says: “And from Ṭāwūs who said: ‘It was recorded in Muʿādh’s register: Whoever moves from one district (mikhlāf) to another, his charity and tithe are to be taken in the district of his clan.’ Recorded by al-Athram in his Sunan.”
I say: This chain is broken between Ṭāwūs and Muʿādh, for Ṭāwūs never heard from him, as al-Ḥāfiẓ noted in another context cited earlier under the heading “Paying the monetary equivalent in place of the actual item.” Ibn Zanjuyah transmitted a similar wording (1193).
Next the author states: “From ʿAmr ibn Shuʿayb: Muʿādh ibn Jabal remained in al-Jund from the time the Messenger of Allah ﷺ dispatched him … Recorded by Abū ʿUbayd.”
This chain is likewise broken, for ʿAmr ibn Shuʿayb did not live to meet Muʿādh—one hundred full years separate their dates of death.
Note: al-Jund, with two short vowels, is a town in Yemen, as indicated in al-Qāmūs and other lexicons.
