And under the subject of zakah:
Under the heading “1. Its definition,” he writes: “Al-Tabarani narrated in al-Awsat and al-Saghir, on the authority of ‘Ali—may Allah honor his face—that the Prophet ﷺ said: ‘Allah has enjoined upon the wealthy Muslims, out of their wealth, an amount sufficient for the needs of their poor….’ Al-Tabarani remarked: ‘Only Thabit ibn Muhammad al-Zahid transmits it.’ Al-Hafiz added: ‘Thabit is trustworthy and reliable; al-Bukhari and others reported from him, and the rest of its narrators are unobjectionable.’
I say: There are several points to note.
First: He used the title al-Hafiz without specification, suggesting al-Hafiz Ibn Hajar, for that is whom the term normally designates. In fact, however, the reference is to al-Mundhiri, for the statement just quoted is word-for-word his, found in al-Targhib 1 / 268. A similar mistake occurred earlier concerning the Prayer of Tasbih (p. 260).
Second: Quoting only that part of al-Mundhiri’s words gives the impression that al-Mundhiri deemed the ḥadith sound in its marfūʿ (prophetic) form, whereas the rest of his statement actually weakens it, for he continued: “It has also been narrated as a mawqūf report from ‘Ali—may Allah honor his face—and that version is more plausible.”
I say: This is indeed the correct view, for it has been transmitted through several chains as a mawqūf narration from him, as al-Tabarani himself stated in al-Muʿjam al-Saghir, p. 91. Abu ‘Ubayd likewise recorded it under number 1909, and its wording will appear later in this book at the close of the zakah discussion, cited by the author from Ibn Ḥazm’s al-Muḥalla.
Third: Among its narrators, as listed in al-Tabarani al-Saghir, is Harith ibn Surayj. Ibn Ma‘in said, “He is nothing,” though in another report he declared him reliable; al-Nasā’i said, “He is not trustworthy.”
