If they say such things, we say: You are disbelievers, and there is no doubt that whoever doubts your disbelief is himself a disbeliever. No one doubts that the Jews, the Christians, the Magians, and the idolaters are all disbelievers. Even if they say, “We believe in Allah,” we say: “You lie. You disbelieve in Allah the Magnificent and in His messengers.”
It is obligatory upon us to proclaim to them, loudly enough to fill their ears, that they are disbelievers, and to disavow them as completely as the wolf was innocent of Joseph’s blood. As for flattering them, seeking their favour, and saying to them, “You are our brothers in religion; you follow a divinely revealed religion, and we follow a divinely revealed religion; the difference between us is no more than the difference between Imam Ahmad and al-Shafi‘i”—we ask Allah for protection—then this is outright disbelief.
I have been told that some of those in charge of associations in Western lands make such statements. I call you to witness that we disavow them so long as they utter such words. Indeed, the religion of Islam itself disavows them. They must repent to Allah, Exalted is He, return to their religion, and make a statement in which they can take pride: “We declare as disbelievers everyone whom Allah has declared a disbeliever.” The matter does not belong to us or to them; it belongs to Allah. Whomever Allah declares a disbeliever is a disbeliever, and whomever Allah does not declare a disbeliever is not a disbeliever.
Thus Shaykh al-Islam Ibn Taymiyyah, may Allah have mercy on him, said that whoever does not declare a follower of a religion other than Islam to be a disbeliever is himself a disbeliever. And he spoke the truth, may Allah have mercy on him, for if he does not declare him a disbeliever, his statement necessarily entails that Allah accepts his religion. This entails rejecting the words of Allah, Exalted is He:
“Whoever seeks a religion other than Islam, it will never be accepted from him, and in the Hereafter he will be among the losers.” [Al 'Imran]
And His saying, Exalted is He:
“Indeed, the religion in the sight of Allah is Islam.” [Al 'Imran: 19]
Islam alone, and no other.
He said: “Or if he makes a statement intended to mislead the Ummah, or to declare as disbelievers
