perpetual entails abolishing jihad, and this is not permissible, because jihad is a collective obligation and must therefore be maintained. Jihad will continue until the Day of Resurrection, as the Prophet, peace and blessings be upon him, said (1). The dhimmah covenant, however, entails the submission of the disbelievers, their refraining from aggression against the Muslims, and their commitment to the rulings of Islam; it may therefore be perpetual.

If the disbelievers seek this covenant in exchange for paying the jizyah, must we accept it, or should we fight them even if they pay the jizyah?

The answer is the former. If they say, “We will not fight you, O Muslims, but we will pay you the jizyah,” then it is not permissible to fight them, because Allah says: “until they pay the jizyah” [al-Tawbah 9:29]. The Prophet, peace and blessings be upon him, also said: “If they pay the jizyah, accept it from them and refrain from them” (2). This is what the Prophet, peace and blessings be upon him, commanded.

This proves false the claim made today by the Jews, Christians, and others that Islam is a religion of tyranny and that it forces people to embrace Islam. Islam does not compel anyone. Even if it were assumed that it did compel, it would be entitled to do so, for Islam is the religion of Allah, Exalted is He, which He has imposed upon His servants, and His servants are therefore obliged to uphold it. Yet, as part of Allah’s alleviation for His servants—even if they are disbelievers—He accepts the jizyah from them in place of fighting.

We say: Remain upon your religion and pay the jizyah. Generally, when people become open in this way, it makes it easier for people to enter

(1) Al-Tabarani narrated it with this wording in al-Awsat (4775), on the authority of Jabir and Ali. Abu Dawud (2532) narrated it with the wording: “Jihad will continue from the time Allah sent me until the last of my community fights the Dajjal (Antichrist).” See Nasb al-Rayah, 3:377.
