The view closest to the truth is that it is disliked to use names such as Gabriel, Michael, and Israfil. Thus, we should not use these names, because they are the names of angels.
As for names taken from the Quran that involve nothing prohibited, such as Sundus, there is nothing wrong with them, because they contain nothing prohibited and imply no self-praise. Nevertheless, as I have told you, it is preferable for a person to choose names that people are familiar with and commonly use.
The basic principle is that the right of naming belongs to the father, because he is the guardian. However, he should consult the mother and his siblings concerning the name, for the Prophet, peace and blessings be upon him, said: “The best of you are those who are best to their families, and I am the best of you to my family.” (1) It is well known that when a person is open and easygoing with his family and consults them in such matters, this is undoubtedly part of goodness, and it helps put hearts at ease.
At times, the mother’s preference and the father’s preference regarding the name may differ. In that case, the father’s view is decisive. But if it is possible to reconcile both views by choosing a third name upon which both parties agree, that is better, for the greater the agreement, the better it is and the more pleasing to the heart.
His statement: “If it is missed, then on the fourteenth; and if that is missed, then on the twenty-first,” means that the first three weeks are to be considered: the seventh, the fourteenth, and the twenty-first.
