Take note of the phrase, “the bottom of Uranah Valley,” excluding its two edges, which floodwaters do not reach unless the torrent is strong. Thus, it is the valley floor that is prohibited. The wisdom behind this—whether it is because it lies outside Arafah, or because the sunnah is that one should not stay in valleys—is open to two possibilities. It may be part of Arafah, yet the Prophet, peace and blessings be upon him, said, “Keep away from it,” because it is a valley, and a traveler should not stay in valleys. This is supported by the fact that, had it not been part of Arafah, he would not have said, “Keep away from the bottom of Uranah Valley”; rather, it would have been understood that the bottom of Uranah Valley lies outside Arafah. On this basis, if someone stood in the bottom of Uranah Valley without entering Arafah and then departed, his Hajj would be complete.
If we say that the valley is part of Arafah but that we have been instructed to keep away from it because it is a valley, then his Hajj is valid. But if we say that it is not part of Arafah, then his Hajj is invalid. This matter requires very careful investigation, because it is important: it determines whether a person has fulfilled his obligatory duty or has not fulfilled it. Clarifying it is therefore extremely important.
The apparent meaning of the author’s words is that the bottom of Uranah Valley—the valley floor—is part of Arafah. The reason is that he excluded it from Arafah; for had it not been part of Arafah, there would have been no need to exclude it. Accordingly, we say: the bottom of Uranah Valley is part of Arafah, but despite this, it is not permissible to stand there. This is why he said, “All of it is a place for standing except the bottom of Uranah Valley.”
If someone stood in the valley and departed from it, his Hajj would be invalid, because in legal terms it is not part of Arafah, even though physically it is located within it.

His statement, “It is recommended to combine Zuhr and Asr,” means combining them in advance, as the Prophet, peace and blessings be upon him, did (1). The wisdom behind this is twofold:
