What appears correct to me is that whoever omits an obligatory rite must offer a compensatory sacrifice, as a precaution and in consideration of people’s welfare. For many of them may become lax if nothing is required of them. But if he cannot find one, then nothing is due from him, because imposing obligations upon the servants of Allah is not a light matter. Declaring something obligatory without proof is like declaring something forbidden without proof; indeed, it may be even more serious, because you burden the servant’s liability with an obligation for which you have no evidence.
This, then, is a principle that the student of knowledge should keep in mind: “Declaring something obligatory without proof is like declaring something forbidden without proof.”
