All of these forms are established by the sunnah. Thus, it is good to perform one of them on one occasion and another on another occasion.
If he prays Witr as five rak'ahs, he should recite the tashahhud only once, at the end, and then conclude with salām. (1)
If he prays Witr as seven rak'ahs, (2) likewise, he should recite the tashahhud only once, at the end. (3) If he recites the tashahhud in the sixth rak'ah without concluding with salām, then prays the seventh and concludes with salām, there is no harm in that. (4)
If he prays Witr as nine rak'ahs, he recites the tashahhud twice: once in the eighth, then rises without concluding with salām; and once in the ninth, where he recites the tashahhud and concludes with salām. (5)
(1) This is based on the hadith reported by Muslim in the Book of the Prayer of Travelers, chapter: The Night Prayer and the Number of Rak'ahs the Prophet, peace and blessings be upon him, Prayed at Night, no. 737 (123), from Aishah, may Allah be pleased with her, who said: “The Messenger of Allah, peace and blessings be upon him, would pray thirteen rak'ahs at night, observing Witr with five of them and not sitting in any of them except at the end.”
(2) This is based on the hadith reported by Muslim in the Book of the Prayer of Travelers, chapter: The Comprehensive Chapter on the Night Prayer, no. 746 (139), from Aishah, may Allah be pleased with her, who said: “... When the Prophet of Allah grew old and put on weight, he observed Witr with seven rak'ahs and performed the two rak'ahs as he had done previously ...”
(3) This is based on the hadith of Umm Salamah, may Allah be pleased with her, who said: “The Messenger of Allah, peace and blessings be upon him, would observe Witr with seven or five rak'ahs, without separating them by salam or speech.” Reported by Imam Ahmad, 6:290; al-Nasai, Book of Night Prayer, chapter: How to Perform Witr with Five Rak'ahs, no. 1713; and Ibn Majah, Book of Establishing the Prayer and Its Sunnah, chapter: What Has Been Reported Regarding Witr with Three, Five, Seven, and Nine Rak'ahs, no. 1192. Al-Fath al-Rabbani states: “Its chain of transmission is sound,” 4:297.
(4) This is based on the hadith of Aishah, may Allah be pleased with her, who said: “Then he would pray seven rak'ahs and would not sit during them except at the sixth, when he would sit.” Musnad Ahmad, 6:53.
