And He says:

“We have certainly created for Hell many of the jinn and mankind.” [al-A‘rāf: 179]

And He says:

“No calamity befalls the earth or yourselves but is in a Record before We bring it into being.” [al-Hadīd: 22]

The expression “bring it into being” means “create it,” without any disagreement concerning its meaning in Arabic. And He says, relating the words of the people of Paradise:

“All praise is for Allah, who has guided us to this. We would never have been guided had Allah not guided us.” [al-A‘rāf: 43]

And He says:

“Had Allah willed, He would have guided all mankind.” [al-Ra‘d: 31]

“Had your Lord willed, He would have made mankind one community. But they will continue to differ, except those upon whom your Lord has mercy.” [Hūd: 118–119]
